

On March 12th, in order to implement the spirit of the university's work conference for the new semester, which focuses on "deepening discipline construction, making overall arrangements for the finalization of the layout, and being determined to make new achievements", the School of Physics and Optoelectronic Engineering held the 2024 "Light of Science" series of awards and the work conference for the spring semester of 2025. Yin Jingwei, a member of the Standing Committee of the Party Committee and Vice President of the university, attended the meeting. The meeting was presided over by Meng Ting, Secretary of the Party Committee of the school. Liu Zhihai, Dean of the school, members of the leadership team, and all teachers from the Harbin main campus and the Qingdao campus participated in the meeting both online and offline.


At the beginning of the meeting, the awards of the 2024 "Light of Science" series were presented. A total of 14 awards, including the Academic Leadership Award, the Award for Cultivating People with Virtue, and the Dean's Award, were set up this time. The purpose is to commend the advanced individuals who have achieved remarkable results in teaching, scientific research, talent cultivation, and other aspects in the past year. A total of 24 teachers and students received the awards.

Subsequently, Zhang Yu, Deputy Secretary of the Party Committee and Deputy Dean of the school, Liu Lijing, Deputy Secretary of the Party Committee, Jin Lei, Jiang Haili, and Song Mingzhao, Deputy Deans, and Zhang Xiaojun, Assistant Dean, respectively, combined with their respective areas of responsibility. They deeply analyzed the current problems in order to complete the "14th Five-Year Plan", made systematic plans, and clarified specific implementation measures. At the same time, they looked ahead to the relevant work of the "15th Five-Year Plan".

Liu Zhihai delivered a keynote report titled "Linking Land and Sea, Coordinating Optics and Acoustics — Guided by the 'Five Adherences and Five Emphasizes' to Write a New Chapter in the High-quality Development of the School". He emphasized that 2025 is the final year of the "14th Five-Year Plan" and a crucial year for planning the "15th Five-Year Plan". The school should thoroughly implement the university's "Five Adherences and Five Emphasizes" principle of running the school. He also pointed out that the school should closely follow the needs of "strengthening the country and the military", promote the linkage between basic research and marine applications, explore cross-regional resource integration and collaborative innovation, accelerate the transformation of military-civilian integration industries, and build a full chain of "basic research + marine applications + industrial transformation". Continuously deepen the interdisciplinary integration between the school and the dominant disciplines, and enhance the ability to serve the strategy of building a maritime power. The school has formulated 15 specific measures, such as comprehensively carrying out special actions for intelligent empowerment in the "AI+" mode, laying out cutting-edge discipline directions, constructing a talent cultivation system, optimizing the job classification and employment mechanism, implementing the project of introducing and cultivating global top talents, deepening the integration of industry and education, and expanding international cooperation. Adhering to the tradition of "consolidating science, strengthening engineering, and combining science and engineering", closely following the national strategic needs and the laws of discipline development, and through the paths of "characterization, systematization, and internationalization", the school aims to make the discipline of optical engineering enter the top 10% in the country by 2030 and build an internationally renowned innovation highland for marine photon technology. It is hoped that all faculty and staff can continue to maintain high morale and enthusiasm and contribute more wisdom and strength to the development of the school.

Meng Ting stated that, in line with the spirit and requirements of the university's work conference for the spring semester of 2025, the school should take the rectification of the inspection by the university's Party committee in 2024 as an opportunity to summarize achievements, reflect on problems, make scientific plans, jointly deploy, and promote the work in a coordinated manner. The Party Committee of the school put forward initiatives and requirements to all teachers in the school: It is necessary to effectively improve the political stance, benchmark against the top level, and strive for excellence; to enhance the spirit of tackling tough problems, make use of multiple advantages and opportunities, take the initiative to recognize, adapt to, and seek changes, take the lead in the "AI+" empowerment, and use the cultivation of leading talents in intelligent optoelectronic future technologies as a driving force to comprehensively explore the reform of the talent cultivation model through the construction of a diversified teaching staff; to strengthen the implementation of responsibilities, benchmark against key indicators, refine tasks, clarify divisions of labor, and pay close attention to implementation.
